Yes you are right about the path MTU discovery.

I wouldn't say the model for IP communications is that the network is a
"black box" and the host knows nothing of what is inside the network.

In mind, the network "ends" an the host "begins" at layer 4. This is where
end-to-end functions begin between the communicating hosts.

At layer 3, the "host" is no different then a router in many respects. For
instance, you can type "netstat -rn" on a Windows box and there you have a
routing table.

The host at Layer 3 is part of the network continuum.
