It's actually ok if you are in rommon mode as well.
Received several great links to info that explains it
(Thanks to all). Essentially you just configure one router
that has the same image you need as a tftp server. Then on
the router that is in rommon mode due to no IOS on the
flash, you use set commands to specify the IP, image name
etc. Then just issue a tftpdnld and wait awhile.
