mean queue depth, means, that Average queue depth is based on the actual
queue depth on the interface and the exponential weighting is the constant.
It is a moving average. The minimum and maximum thresholds are compared
against this value to determine drop decisions.
The formula used for tracking queue size is:
average = (old_average * (1-1/2^n)) + (current_queue_size * 1/2^n)
