Not sure what you are after, but I do not think it is correct to say
that the 3560 provides no egress shaping tool. The command "srr-queue
bandwidth shape" allows you to buffer packets that exceed a target.
It is configurable per queue. For example, the command "srr-queue
bandwidth shape 1250 0 0 0" would shape traffic in queue one to 80Kbps
on a 100 Mbs interface. This is 1/1250 times 100,000,000.
