R99 is actually a vendor's firewall.

One possibility...

Create two tunnels and policy route both tunnels so they follow the
correct path.

T13 - R1 s0/0.2 to R3 fa0/0 (R1 > R2 > R3)
T12 - R1 s0/0.3 to R2 fa0/0 (R1 > R3 > R2)

Make the tunnels the same bandwidth as the FR (256k). Now you've got
two equal cost paths with the correct flow but you've got recursive
routing issues. Filter off the problem routes and all should be
well.... at least in theory :-)
