Try adding an IGMP Queurier. It use to be that IGMP Snooping had to be
enabled. For IGMP Snoopint you have to have an IGMP router, which will be
enabled by configuring PIM. You can disable IGMP Snooping, but IGMP Querier
allows you to leave it enabled.
