When you apply these on your router, and then on some router inside JUST
area 44, do a "show ip route" do you see a difference?

I would expect that you would.

Your first one will not let any type 3 LSA's into the area. Your second one
will.

and

area 44 nssa default-information-originate

does both of them have the same effect? or there is a difference
