hrm....

As you said that router need atleast 1 byte packet in order to process the
packet and if it is replying the ICMP query or request for the patcket size
of 0 that means router can process the packet with size 0 .

You did not mentioned that router will not reply BUT if router not being
able to process the 0 packet size then it will not reply .

This is my understanding let me know if I am not on track :)
