Just for grins I don't know if this will point us in any direction:
Have ip cef running on the box
sh ip cef
sh ip cef "ip address we are trying to ping"
sh ip cef de
sh ip cef internal
or
sh ip cache
Assuming that this is a 3560
maybe a sh adm prefer might show us something. If it's a 3550 this does not
work.
last but not least I am not sure if everyone wants to read it but a sh run full
might show you/us something which is enabled and should not be there.

Sorry guys ..the router has two interfaces and i posted the wrong one , the
problem remains ....please check the shows below ..the second port ( the
concerned one ) is on vlan 7 ..the port is up and im not able to ping vlan 7 on
the switch ( pingable from other router) .
