Lets first start off with some general understanding regarding this topic:

1) The frame-relay inverse-arp command applied to the physical interface is
not inherited by the subinterfaces.

2) If you do not have an IP address assigned to the interface/subinterface
then it doesn't matter really if you disable inverse-arp or leave it to the
default.

3) DLCIs are learned through LMI and are assigned to the physical interface
by default. There are two command commonly used to reassign a DLCI to a
subinterface. The first command is "frame-relay interface-dlci" and second
command is "frame-relay map". A multipoint subinterface can use either of
the command but a point-to-point subinterface can only use the first
command.

Now knowing this can you restate your question?
