You've specifically block multicast AND even limit the bandwidth which if
the first one failed maybe Cisco would have caught the multicast with the
second command but still your network crashes! Therefore, either:

1. Cisco is bluffing us with these commands;
2. You've applied them in the wrong interface;
3. Your software actauuly uses broadcast;
4. ah, can't remember! :)

but it should be any of these above!
