That command exists but is not supported at least in the 3560's:

The spanning-tree path-cost command does not exist, the two commands for
configuring cost for STP is:

spanning-tree cost <cost>
Change the cost for an access port to select the best route.

spanning-tree vlan <vlan> cost <cost>
Change the VLAN cost for a trunk port so you can select which vlan goes over
which trunk when multiple trunks exist, or etherchannel is implemented.
