/23 is 254 for the third octet. 256 - 254 = 2. So the subnets would be
0, 2, 4, 6, and so on... for the third octet.

So for 172.16.4.255:

- The subnet is: 172.16.4.0
- The broadcast address is the last address before the next subnet, so
it would be 172.16.5.255
- The valid hosts would be: 172.16.4.1 - 172.16.5.254
