As far as I understand Auto-RP, you can't make a router with higher loopback
0 addresss as the backup RP. Auto-RP will choose a router with higher
loopback address as the primary rp and the one with lower IP will become the
backup. I think if you want to use R2 as the backup RP, you should use BSR
with lower priority than R1 to make it backup RP. Anyone pls feel free to
correct me if I have misstated anything. Thx..
