The Mapping Agent controls which one is active and which one is standby and
its only criteria for selection is highest IP address. Just the way it was
written.

As for using BSR, if it does not break any restrictions of your scenario, I
would see no reason why not!

I do know this can be achieved by using highest ip address announced.
However, is there any other ways more graceful than this?
And another question is that do I allowed to use BSR in a real CCIE lab?
