What about if you want the RP with the lowest IP to be RP and the other with
highest IP to be the backup?

Hey,
You can do it by using " ip pim send-rp-announce loop0 group-list
interval", pretty much the same way as BSR. Just make sure that both the
RP's are supporting the same groups, thus there's an overlap. When this
happens, the MA will see the both the RP's and choose the RP with the
highest advertising Ip address (this is the IP of the loopacks in your
config). Once the MA chooses one RP, it'll advertise that RP as being the
only RP available for all groups. Other MA's will follow as they use the
same algorithm.
In an event when failure occurs, there'll be a outage which is directly
related to the interval you specify in your auto rp config as the MA's
simply pass on that interval to the other Multicast routers and use it to
detect a downed RP. Soon as the chosen RP stops announcing, the MA's will
age out the existing RP and chose a new one and will pass on the new one to
the rest of the MC routers.
Hope this helps.
