when you enable policy base routing, all the layer-3 packets need to go to the CPU for routing processing (process switching) so you will need to disable cache switching (cef and fast switching). fast switching and cef forward packet base on FIB and adjacent table which include layer-2 header. only the first packet of fast and cef switching is process switching.
