From what I know, they can not use your number until you update your CCO and fill their company info there. Once they start using it you can not use it for another company for at least 6 months after you quit (Unless if they want to release it earlier...usually they don't). If you work for one of their competitors then they can hold your number for a year (Not sure if anything is changed).
Make sure you negotiate your salary before you commit your number to them. If your not satisfied then look for another job until you get what you think you deserve. Once you commit your number it will be more difficult for you to work with another partner because they will expect to use your number right away.
