You have gotten quality advice already, I also want to add that, you do not
have to sell yourself shot. Generally, I will like to avoid to start a
salary negotiation with my company, it is always good for them to mention
the topic first and you can run with it.

Generally, when a company knows your worth and the value you bring to them
and refuse to pay you accordingly and you are forced to pop the salary
increase question, even if they increase your salary as a result, it might
not be willing on their part. You might have won on the salary but, you
might stand to loose on other things, because at this point they are just
tolerating you. Moreso because they are now paying you more than they are
willing to.

In your situation, if they are not popping the salary question, you might
not have any alternative than to pop it first. However, before you do, start
looking for another job.

Do not settle for anything you are not happy with, also remember that if you
are looking for a new job, your CCIE number will be more valuable to the
next company if it has not been associated with your current company,
because your next employer who also intend on using your number will not
have to wait for another 12 months before they can use your number.

Paying for your CCIE exam falls under educational reimbursement and most
companies have that. It does not by itself imply a contract to continue
working for them or for them to continue employing you.
