PBR issue

Hi All,
   
  I have an issue when dealing with PBR for Voice traffic. My Connections are like below-
   
   
                               R1---------------------------1Mb ATMLink----------------------R2
                                    - ---------
                                       -10 Mb atm link ------20 Mb ATM link
                                         - -
                                             -R3-
   
  I have configured the PBR on R1 & R2 to route alll the Voice traffic with DSCP 46 to each other and all other traffic can thru with normal Dynamic Routing but I am facing when 1 break up the 1 mb link on one side then i recieve only one side call...
   
  It mean MY PBR is working, I have check the interfaces, when i do the no shut on one side other side from my router to SP atm link is ok, so its keep sending all the voice traffic to the failed link and at other side the Voice traffic divertred to 10 or 20 MB link.
   
  Can somobbody help on this.....
