You could match everything that does have a tag (choose all your numbers)
and do one thing with it, and then everything leftover would have no tag.

Subject: Match NO-TAG

Hi Group,

Is it possible to match a route that has no tag? I can not think of any easy
way to do it

Thanks,

Luca.
