First of all need to setup two bgp session r3-r1, r3-r2. Then You need down by
BGP selection proccess to nine step. Load balance can arise after this step.
Also dont forget maximum-path uder router bgp.

1) next hop reacheable
2) weight
3) loc pref
4) origin localy
5) as path
6) origin
7) med
8) ebg, ibgp
9) closest igp neighbor
10) RID
