minimum possible burst?

Hi Everey body,

If requirement says that Police ICMP traffic to 8Kbps with minimum
possible burst. Can we set the burst (Bc) same as cir like in this
configuration is done:

class-map ICMP
match protocol icmp
policy-map POLICE
class ICMP
police 8000 bc 1000
conform-action transmit exceed-action drop
int s1
service-policy input POLICE
