Interesting challenge! Really gets at the fundamentals. I was able to
get them to become PIM neighbors without a broadcast keyword on the hub
by translating 224.0.0.13 to the unicast address of the spoke. You may
recall this technique was used for RIP in the Cisco CCIE lab book. The
downstream spoke did send a join, and the spoke was seen on the hub's
OILIST, but debug frame packet showed encapsulation failures. Seems to
indicate that we do need a map.
