i swapped the wic card with another 3640 same ios but different network module the wic works fine so the problem is not the wic card might be the network module just got it on ebay last week.

Is this by chance a $30 "brand new" WIC-1T from eBay? If so it may be
counterfeit. I've seen this problem (WIC doesn't show up) with a lot
counterfeit WIC-1Ts but I've never noticed the error messages that you are
seeing. The problem seems to occur more often with the NM modules in the
3600s so you could try and swap it with a WIC-1T from another router if you
have one available.
