Because you put a new flash simm in the router and it is initially
empty, you have no IOS to load.

You typically would boot from the slot1: flash card as a backup and then
reload the IOS from compact flash back to the internal flash simm.

If you do not have a compact flash card for slot1: then you will have to
do a xmodem or ymodem file transfer via your terminal program into the
router's ram memory and/or flash memory.

rommon 1 > xmodem
usage: xmodem [-cyrx] <destination filename>
-c CRC-16
-y ymodem-batch protocol
-r copy image to dram for launch
-x do not launch on download completion
