Policing and shaping has parameters wich control speed (bps) and normal burst
size (byte). You can tune both parameters to reach pps wich you want.
Suppose you need 100 pps. Next you must define maximum packet size wich will
transport (1470 for example). Some overhead must be included IP, Ethernet,
PPP and etc. Totally 1500. Multiply one to another and you get speed 150000
byte per second. Set this parameters in policing and roughly pps will match
to definite. Note that speed will maximum wich can be achieved.
In shaping calculations will be more complicated because of shaping nature.
