If you are trying to bring down the physical interface then it won't
work as Frame Relay end-to-end keepalives can only bring down
subinterfaces. If you are using subinterfaces post your configurations.

Hi,
If frame-relay end-to-end keepalive is enabled on two frame-relay
routers and the frame relay circuit or interface of one of the routers
went down, i assumed that after some time the other router would take
down its own frame-relay interface (with no keepalive requests and/or
replies coming from other side). I have used the various modes but the
remote router does not take down its own FR interface.
Did i assume wrong or there is something else i am missing. I am trying
to make the remote router stand down as the active HSRP router on its
ethernet interface with another router assuming its FR circuit goes
down.
