BGP IPv6 updates with link-local nexthop

BGP session over link-local address

According to:
http://www.cisco.com/univercd/cc/td/doc/product/software/ios123/123cgcr/ipv6_c/sa_bgpv6.htm#wp1037072

"If the route map is not configured, the next-hop address in the BGP
updates defaults to the unspecified IPv6 address (::), which is rejected
by the peer."

I noticed that this indeed happens with 12.3 (c2600-jk9s-mz.123-21.bin)
but not with 12.4(12) (c2600-advipservicesk9-mz.124-12.bin)
12.4 has no problem advertising a link-local next-hop

Which is the correct behavior? And which one should be expect at the
exam?
