The vlan.dat file will retain all previous information after a rebuild
unless the vlan is specifically deleted from the file or the vlan.dat file
is deleted.
A write erase and reload does not change the vlan.dat file.

have you ever thought about why they design it that way?
the client wound up having vlans without vtp server after a network rebuild,
which we frequently do while studying for the lab.
