Hi,
We have experienced that same problem. The neighbor statements will
work with 12.4.5a and below but anything higher you get that message
that the neighbor statements are only allowed with non-broadcast or
point-to-multipoint networks. I don't know if this is by design or just
a bug but it is really annoying when the command will work when you put
it in the IOS but as soon as you reboot (and you are watching the boot
process) it errors out to the screen and removes the neighbor commands.
I suppose you could jump back to 12.4.5a and it will work but I wonder
why this hasn't been address yet seeing as we are on 12.4.12.
Thanks,
Bill Burns

Subject: OSPF strange behaviours
I tried to build OSPF neighbor relationship under frame-relay
envirenment by using "neighbor" command in OSPF configuration.
It works immediately after i issuing this command.
However, the neighbor command can not be applied after
rebooting router.
It appears that neighbor command can only be used under non-
broadcast or point-to-multipoint network mode.
Has someone experienced the similar problems as i did?
Thank you for your valuable feedback.
