can you please tells us what kind of gateway, MGCP or h323?
If MGCP, do you have a router pattern for 900 and 600 digits?
if you do, do you have the correct route lists and route groups configured.
I assumed you can dial all other numbers included in the NA dial plan.
If h323 do you have the required dialpeers?
the solution to your problem will depend on the gateway type.
