If you want to match only the two routes: 150.1.4.0/24 and 150.1.5.0/24: try
the prefix-list:
ip prefix-list VLAN45 permit 150.1.4.0/23 ge 24 le 24.
Note that: ip prefix-list VLAN45 permit 150.1.4.0/23 le 24: will match all
three prefixes: 150.1.4.0/23, 150.1.4.0/24 amd 150.1.4.0/23.
