Voice Solution with two E1s

Hey guys,
 
Iam working on a voice soultion where I have a E1 voice from a public PSTN
network and right now it is terminated to a PBX and PBX does the call
routing.
 
Now I want to introduce VOIP in between , so I can get rid of Interstate
voice calls over PSTN and use IP for the calls.
 
Can I install two E1 cards on a cisco 2800 series , so one is use to
terminate PSTN network and other is used to connect to PBX ( so the
existing call routing configured in the PBX remains the same and it remains
transparent to the end users.)
 
This router will also have IP connectivity to a SIP gateway , which will
take care of Interstate calls.
 
Iam not sure , how to route calls which are incoming on the PSTN E1 and send
then to other E1 which is connected to PBX and still keep it transparent to
the user.
 
What kind of Dial - Peers would be required , not sure ?
