Which one do you prefer? What interests you more? How much experience do
you have with R&S vs. Security items? Do you have a lot of experience with:
ASA5510
VPN3005
IPS 5.0
ACS 4.0
IPSEC
PIX FIREWALL
or do you have more experience with Layer2/Layer3 technologies (ie R&S)?
If you want to distinguish yourself more from the crowd, go for Security.
With the security exam changing in 2007, it's no longer an R&S with a bunch
of security stuff added on. It's now COMPLETELY security technologies and
topics. For this reason, you should make your choice and pick which items
interest you more in addition to the items you have considerable more
experience with.
Try and really sit down and think about the questions above. Write down the
pros and cons of each of the two different tracks (look at the blueprints of
each one of them).

The best labs? Do you mean hardware or practice labs? For hardware and for
practice labs, there are multiple options out there. Investigate them and
act appropriately.
