With VPN3k we have three kinds of QoS policies:

1) Default Interface Policy (Applies dynamically by default)
2) Group-Specific Policy (Applies dynamically to Group members)
3) Aggregate Group Bandwidth (Static Reservation for a Group)

QoS Policy has two aspects: bandwidth reservation (min guaranteed) and
policing (max allowed). In addition to guaranteed bandwidth, bandwidth
reservation defines a simple admission policy: as long as there is spare
bandwidth on interface, greater than the requested value, a user is allowed
to
connect.

Now Bandwidth Aggregation concept is utilized to simple reserve *in adavnce*
a
hunk of available bandwidth to a particular group (e.g.
"really_important_users").
That is, this bandwith is "chomped off" the available bandwidth for the
interface,
and is shared among the particular group users *only*, when they connect.
This
kind of policy guarantees the important users their share of interface
bandwidth,
under heavy load; however it takes this bandwidth off the 'available
interface pool'
for other users.

Bandwidth Aggreagation is also useful for L2L tunnels, since it permits them
to
be connected at any time, regardless of interface load.

When you set Bandwidth Aggregation value to 0, you imply that group does
not receive any bandwidth in advance, and therefore shares the interface
bandwidth
with the other users. If not enouth bandwidth is available, some "important
users"
may not be able to connect.
