You should always be careful with any vendor, Ebay or not. Looking at 100%
feedback is nice, but only if it is for comparable sales. If the guy has
sold LOTS of $5 things, but all of a sudden offers $1000 things, there may
be some issues.
Look for details. You can also insist on escrow sites where they hold the
money till you have the product so there's an even exchange.
I have purchased (and sold) many things on Ebay, well over the $1K mark
without difficulties. Just be careful no matter how you purchase!

Subject: Be careful attempting to buy 3550's
Take my bad experience.
It is much easier to buy only $100 25xx and 26xx routers and use IRB to
emulate 3550 and use cross-over cable to simulate VLANs. This is what I have
at home for a year.
I had been happily using IRB for a year.
Last week I spent $13000 to buy a 3550 from a 100% positive feed back
seller in eBay. Now I am in a battle to dispute that guy. Took my money and
disappeared.
I should just forget about the money and buy new ones.
But I am losing confidence about any thing over $1k in eBay.
You don't need any battle other than the lab. Trust me.
