The requirement ends with, "All other traffic should get the remaining
bandwidth."

I have already configured "priority percent (LLQ)" for the previous classes
leaving 25% of the interface bandwidth.

Apparently, the following is a possible answer:

policy-map POLICE
 class ALL_THE_REST
 priority percent 25

I see the word "remaining" and I'm wondering if the following will also meet
the requirement:

policy-map POLICE
 class ALL_THE_REST
 bandwidth remaining percent 100
