Your 22 network is known via EIGRP and via BGP to router R4.
Since AD of EIGRP is lower than AD of BGP, router will have only EIGRP route
in routing table.
This case is valid situation, because R4 has valid BGP route to network 22
(although it is not in routing table, because of better EIGRP route) and it
can announce it further to some other bgp peer (ie. R3).

I do not understand what is RIB_failure in BGP?
R2 and R4 run BGP and EIGRP, subnet 22.22.22.0/24 is advertise via EIGRP
from R2 to R4!
And then, i try to advertise it via BGP from R2 to R4, too
This is result that I see on R4:
