Coming back to my question, please have a look again and confirm the final
answer,

For the question:

Configure your router's interface s0 running FR for *RATE
 LIMITING*according to the following information:

maximum throughput is 128kbps
                         TC is 125 ms

 Provider will *mark any traffic in excess* of 48kbps *as* *discard
eligible*
 Hence, *make sure throughput changes accordingly*, but based on *BECNs
 received ONLY*.

I would do the following configuration:

> frame-relay cir 48000
> frame-relay bc 6000
> frame-relay mincir 24000 (the question asks to configure mincir, i forgot
to mention it earlier)
> frame-relay adaptive-shaping becn
>
> int s0
  bandwidth 128
> frame-relay traffic-shaping
> frame-relay class FRTS
