Sounds like a NAT-T issue to me...make sure headend device (probably
Contivity) supports it.

  Whenever I try to connect to Nortel VPN from a natted IP I am not
sucessful. But if I give a public IP to the Pc my VPN gets connected.
   
  Could someone please let me know what could be blocking it.
   
  The accesslist in both the case are the same.
   
  My Question is can NAT block any traffic??
