A CCIE without a Smartnet contract has only one privilege with regard to
CCO, as far as I can tell. He or she can order stuff with CCIE logo on
it from the Cisco store.
It is so bad that if you log in with CCIE and nothing else attached to
your Cisco login, CCO treats you as a "guest" user and basically asks if
you want to log in for real, because you are not going to get much with
this login. Obviously, most CCIEs will have access to a Smartnet
contract or will work for a partner, so very few of us are CCO "nobodies."
If you work for a partner, you can access lots of training that partners
need and CCO articles that a guest cannot access. Sometimes, a Boson
exam will cite as a reference a partner-only CCO web page, which can be
annoying. I do not think that partnership gives you the ability, by
itself, to access software downloads. It's just that most partners will
have at least one Smartnet account.
Just do not go for the CCIE because you think you will get major
privileges from Cisco. The TAC treatment is about it. A CCIE gets to
talk to someone a bit higher in the TAC chain straight away, I gather.
I called about a wireless access point recently and got a really
wonderful expert right off the bat and he called back fast, even though
it was a new item and no Smartnet contract had been purchased. I was
pretty impressed. Everyone might get the same excellent treatment, for
all I know.
