Michael, no, they are not the same thing.
no-summary will cause no Area 3/4 routes in a NSSA area which allows redistribution and will represent redistributed routes as Type 7 LSAs. Also the no-summary will feed a default route into the area.
In a NSSA area you probably want only one of our routers to get redistributed routes and do not want the other routers to have any external routes. In such cases, these other routers will be configured with no-redistribution.
