The defination of VTP tranparent mode is to not send out or learn from VTP
updates. The switch only passively sends updates out its trunk ports. In
this case SW-B had no way to learn VL876 on its own. It requires either a
manual entry in the vlan database, or a interfaces with 876 as its access
vlan to create a spanning-tree instance for this vlan.
