Essentially each privilege level (0-15) can correspond to
particular rights or the ability to issue certain commands.
Level 0 being the lowest has the fewest
rights/options/commands. Level 15 is full access to all
commands. You can assign commands to particular levels and
then assign users to those levels to limit what commands
they can type. There is much more to it but that is an
overview.
