Alexei, point to multipoint does not require neighbor statements. However, "point to multipoint non-broadcast" (which is one of the 3 Cisco defines modes) requires neighbor statements. But it does not form DR/BDR relationships, like you have pointed out. That's the reason I'm totally confused.
