It depends on wording IMO.

If there are no hints (such as assign Lo 0 to area X for OSPF which
would mean network NNN area X, or some opposite one, pointing to use
redistribute instead, like BGP origin code should be Incomplete), you
can use whatever method you like. Just watch you don't violate other tasks.
