They are both acceptable but you will not get points for the one with the "out" option as the "in"/"out" options are used for Frame Relay SVCs ;-)

If the question is asking me to configure a frame relay interface to
never send traffic beyond 512 Kbps, should I use "frame-relay cir
512000" or "frame-relay cir out 512000" or both are acceptable?
