This formula is only true for shaping. It cannot be used in policing.
In policing, the time interval is equal to the inter-packet arrival
time, but can be no greater than 1 second.

Be = (AR - CIR ) x Tc/1000
Keep in mind Tc is not a configurable parameter, and defaults to 125ms
