IP / NON-IP policing

One of the IE labs asks to police all traffic on a 3550 port to be policed
down to 1Mbps.

It uses an aggregate policer and two class-maps one for non-ip one for ip.
Is this really necessary, is there a limitation to match both ip and non-ip
with a match-any class ?
